Why are operators taking so long to roll out MDM solutions?

In my opinion the operators think that this is not the right time to go after DM solutions. Also they have to take into account the CAPEX/OPEX to ensure ROI. But hopefully we will see better roll out ratio by the end 2009 as the DM rollout strategy is something to do with the fact more n more complex handsets entering into market.
